吉力力·阿不都外力，理学博士，中国科学院新疆生态与地理研究所二级研究员、博士生导师。兼任中国科学院中亚生态与环境研究中心副主任、阿拉木图分中心主任，中-哈遥感技术与应用联合实验室主任，新疆干旱区水循环与水利用重点实验室副主任，中国科学院留学人员联谊会（欧美同学会）副会长、海洋与生态环境专业委员会主任，中国地理学会理事、地缘政治专业委员会副主任，新疆地理学会副理事长，新疆维吾尔自治区专家顾问团专家顾问。国内外多个学术期刊编委。发表学术论文236篇，其中第一或通讯作者SCI检索论文82篇，合作出版专著8部。培养博士、硕士研究生56名，其中中亚留学生9名。
政协新疆维吾尔自治区第十届、第十一届委员、人口资源环境委员会委员。新疆维吾尔自治区第十三届人大代表，第十三届人大常委会委员、环境资源委员会委员。
